About Medical Insurance

What we essentially have is the Guangzhou Urban and Rural Resident Medical Insurance, with our designated primary care hospital being the campus hospital. At the campus hospital, reimbursement is up to 90%. Reimbursement policies for external consultations are set by the university. Visiting the Campus Hospital

The blogger hasn't been to the GZIC campus hospital, so I can't speak to that. I'll mainly cover the University City and Wushan campus hospitals. The outpatient process at the campus hospital is: first register, then pay. Getting a number from the self-service kiosk is free. In some cases, after diagnosis, you pay a 4 RMB registration fee. University City Campus Hospital

The University City hospital looks a bit rundown from the outside, and it doesn't have many departments (for specifics, check the website above). You register at the self-service kiosk. I've only been there once — for a cold. The doctor prescribed several medications, including Lianhua Qingwen capsules. Due to my own constitution and medical history, taking that drug made me cough for several days — I kept coughing even after the cold was gone. So when you see a doctor, make sure to inform them of any TCM constitutional diagnoses or underlying medical history, otherwise they'll just prescribe standard medications. Alternatively, if you have prescriptions that have worked for you before, you can ask the doctor to prescribe those directly.

Wushan Campus Hospital

The Wushan campus hospital is much larger than University City and has more comprehensive departments. I went to Wushan hospital once to get a referral slip. Getting a referral requires first registering at the outpatient counter. At the time, I needed to see an outside doctor for rhinitis, but the ENT department at our school wasn't open that day. So I registered for the 简易门诊 (Simplified Clinic) and got a referral slip. I think registering for Surgery would also work. When getting a referral slip, you can register for multiple departments and see which one is fastest. However, I think the department should still be relevant — going to the dental department for a rhinitis referral just doesn't make sense. After getting the referral slip, the doctor will ask you to pay a 4 RMB registration fee. You could technically just leave without paying, but I paid anyway. Note: During winter and summer breaks, you don't need to get approval after getting the referral slip, but you do during the semester. I also visited the dental department at Wushan hospital once. The doctor gave a diagnosis and recommendation, but dental treatment is entirely out-of-pocket. You can choose between public hospitals and private clinics.

Note: The campus hospital's reimbursement rate is as high as 90% (except for out-of-pocket items), so I highly recommend going to the campus hospital.

Outpatient External Consultation Reimbursement

External consultation reimbursement requires a referral slip. For the specific process, refer to the Wushan Campus Hospital section above. The doctor will give you a referral slip and a referral notice. An image of the referral notice is provided below.

1. Our university students are enrolled by the university in the Guangzhou Urban and Rural Resident Basic Medical Insurance. The insurance year follows the calendar year.
2. For insured students, the primary care facility for regular outpatient (and emergency) visits is the campus hospital (including Wushan campus, University City campus, and GZIC campus outpatient clinics). The basic medical expenses incurred are shared between the outpatient special fund and the student. When medical needs require visiting an off-campus hospital for outpatient (or emergency) care (hereafter referred to as "external consultation"), the specialist physician shall issue a referral slip to the designated hospital. The referral slip is valid for 30 days from the date of issuance and can only be used once (for follow-up visits requiring examination, it counts as one visit within 7 days). Medical expenses incurred before the referral are not eligible for reimbursement. For sudden acute illnesses (such as fever, trauma, abdominal pain, etc.), patients should seek treatment at the nearest facility and are not subject to the referral requirement.
3. For external consultations, students pay the medical expenses upfront, keep the relevant documents, and apply for reimbursement to the Medical Insurance Office by April 30 of the following year. For examination fees, laboratory test fees, treatment fees, and medication costs (for Class B drugs, individuals must first pay 15% out-of-pocket) that fall within the scope of the three major catalogs of Guangzhou Basic Medical Insurance, reimbursement is at 50% (Chinese herbal medicine at 30%; Chinese herbal granules are entirely out-of-pocket). The cumulative annual reimbursement cap for on-campus and off-campus outpatient visits is 1000 RMB per person per year. For hospitalization, the annual cap is 300,000+ RMB, with an additional 400,000+ RMB for serious illness insurance.
4. External consultation medical expense reimbursement is processed centrally, typically during the third week of each month (excluding winter and summer breaks), with one day per campus (Monday: GZIC, Wednesday: University City, Friday: Wushan). For specific details, refer to university announcements / the campus hospital website. Required documents: (1) Referral slip (for emergency cases without a referral slip, the medical records from that visit must be presented), (2) Medical receipt (invoice) issued under the supervision of finance and tax authorities, (3) Itemized expense list corresponding to the invoice (can be printed for free at the hospital's service desk).
5. For external consultations, please bring a valid ID. Outpatient special disease categories (such as hypertension, diabetes), designated single disease categories (rabies vaccination), maternity medical benefits, and hospitalization are not managed by the university. Students can directly register for medical treatment at designated定点 medical institutions in Guangzhou using valid ID. Their medical expenses will be directly settled by the hospital through the medical insurance system. For details, visit the Guangdong Government Service Website or call the government hotline 12345.
6. Medical insurance funds will not cover expenses incurred in the following circumstances: (1) Suicide or self-harm (excluding mental illness); (2) Injuries from fights, alcohol intoxication, drug use, or other criminal or public security violations; (3) Injuries from traffic accidents, accidents, or医疗 accidents where compensation responsibilities have been clearly assigned to another party, or expenses clearly covered by work-related injury insurance; (4) Medical treatment abroad or in Hong Kong, Macau, or Taiwan; (5) Other circumstances where payment is not provided by law.
7. Common non-reimbursable expenses: Physical examination fees, registration fees, material fees, referral transportation fees (ambulance costs, etc.), hospitalization fees (over 70 RMB), vaccinations, psychological counseling, cosmetic surgery, teeth cleaning, tooth extraction, fillings, orthodontics and other dental treatment costs, testing for hepatitis B, hepatitis C, viruses, HIV, genetic tests, immune antibody tests, and diagnostic fees for ultrasound, CT, MRI (MR), gastrointestinal endoscopy, dynamic ECG, etc.
8. Insured students are strictly prohibited from lending their medical insurance credentials to others or using others' credentials for medical insurance registration or expense reimbursement. Anyone who fraudulently obtains social insurance benefits through fraud, forged documents, or other means will, upon verification, have their medical insurance benefits suspended for 1-3 months (during which all medical expenses must be paid out-of-pocket), be ordered to return the fraudulently obtained social insurance funds, be fined 2 to 5 times the fraudulently obtained amount, and have the matter reported to their school. If the circumstances are serious and constitute a crime, the case will be referred to the Guangzhou Medical Insurance Bureau for criminal prosecution.

The referral slip has a list of designated hospitals. Only outpatient visits to these hospitals can be reimbursed.

An Important Money-Saving Tip for External Outpatient Reimbursement

When seeing a doctor externally, you can ask the doctor to split the bill into two receipts — one for treatment fees and one for medication fees. Only get the treatment done at the external hospital, and bring the medication receipt to the campus hospital to get the medicine there.

For hospitalization, go directly with your social security card and ID to check in. You can enjoy Guangzhou Urban and Rural Resident Medical Insurance reimbursement.
